Do you know the origin of a sterling silver piece with an owl hallmark?

The sterling is the base on an antique art glass vase - possibly Loezt but it's not marked. The base simply has the word "sterling" and the owl (with wings outstretched) imprinted on it. It was a wedding present to my grandparents in the early 1900's.

What is the best thing to use to clean solid sterling silver? ( .925 purity silver)?

I found and purchased an antique car collection for my father for Christmas. It has small, individual cars grooved into 1-inch silver chunks. It needs to be cleaned before I give it to him. But I'm afraid I'll damage it. Have any solutions? Thanks in advance!
